SABC constitution

Committee Function

  • The Committee will be made up of full time members of St Anne’s JCR and MCR. The Boat Club will also have one SCR member (the senior member).

  • Committee members will be elected in Trinity Term. “R.O.N” will be an available option for each position. Any Boat Club member may vote. In the event of more than one candidate running for any position, the candidate receiving the most votes will be declared elected. In case of tie, the outgoing Committee will select the new officer.

  • Vacancies in case of resignation or other removal will be open to application from any member. In case of application for a position outside of elections, the Committee will select the new officer.

  • Some positions may not be filled each year at the discretion of the outgoing Committee and depending on attracting candidates, e.g. Equipment Officer

  • Transition to the newly elected Committee will occur by the end of Trinity Term.

  • The Committee will have full meetings at least two times each term at times to be decided by the President.

  • The Committee will be responsible for the running of the Boat Club, including:

    • training novices (particularly in Michaelmas Term)

    • training coxes and rowers for internal events such as Nephthys, Christ Church, Torpids and Summer Eights as a minimum

    • the maintenance of social events such as ‘Boatie Cocktails’.

Committee Structure

President

  • The President shall assume overall responsibility for the running of the Boat Club and the Committee. This will involve arranging and chairing Committee meetings, ensuring the proper functioning of the Committee and overseeing completion of essential tasks.

  • The President will be responsible for overall Boat Club matters including sponsorship and funding with the assistance of the Treasurer and Captains.

  • The President will be the member of the Committee to liaise with the College authorities (treasurer, senior member).

  • The President will also act as the Water Safety Advisor as required by the ARA and will hence be responsible for maintaining the Boat Club safety equipment; in particular the first aid kit and the safety information in the boathouse should be regularly checked.

  • The President will also be responsible for the running of the old members society including membership, events and sales.

Men’s and Women’s Captains

  • The Captains will be responsible for the running of the first eights including selection and training (with the assistance of coaches and others).

  • The Captains will also be responsible for the running of the other crews within the Boat Club (second, third eights and novices) although they will be assisted in this task by the Vice Captains.

  • Boat Club equipment (eights, fours, pairs, sculls, tubs and blades) will be the responsibility of the appropriate Captain. Where equipment is shared between the men and women the responsibility will also be shared.

Head Cox

  • The Head Cox will be responsible for the training and selection of coxes throughout both men’s and women’s boat clubs.

  • The cox boxes, lifejackets, toolbox and any other coxing equipment (e.g. speedometers) will also be the responsibility of the Head Cox.

Vice Captains

  • The Vice Captains will support their captains in the running of their boat club. The number of Vice Captains will vary from year to year and the roles played by individuals will vary according to the requirements of the Captains.

  • Typical responsibilities will include running of the novice crews during Michaelmas, including timetabling and coaching, and running of the second and third eights during Hilary and Trinity terms.

Secretary

  • The Secretary will be responsible for booking rooms in College for Committee meetings and taking minutes during meetings.

  • The Secretary will also be responsible for putting together the Old Members Society newsletter with the assistance of the President and Captains.

Treasurer

  • The Treasurer will be responsible for keeping detailed accounts of the Boat Club and for submitting these accounts to the College and JCR treasurer on a termly and yearly basis.

  • The Treasurer will control the daily financial matters of the Boat Club, including writing cheques, renewing insurance policies and paying bills.

  • The Treasurer will be responsible for making financial claims to the College (through the ASC or otherwise), and for submitting Boat Club members’ names to the treasury in order that subs can be collected through the ‘battels’ system.

Social Secretary

  • The Social Secretary will be responsible for the Boat Club social events. As a minimum these should include Boatie Cocktails (each term) and regatta dinners. This could also include events such as Pub Golf and Committee curries.

Equipment Officer

  • The Equipment Officer will be responsible for ordering and distributing personal equipment such as College lycra and splash tops. Individual crews may wish to purchase customized ‘one off’ equipment separately (e.g. hats and t-shirts).

MCR Representative

  • The MCR Representative will typically be a member of the MCR and will be responsible for promoting rowing within the MCR, inviting members to try rowing, and organizing the MCR crew if there is sufficient demand. Once MCR members have joined crews they will be the responsibility of the crew captain and to a lesser degree the MCR rep.

  • The MCR Representative will also be responsible for representing the Boat Club when making financial claims to the MCR committee.

Race Procedure

For each race the persons responsible for various crews will also be responsible for entering them into relevant regattas. For internal regattas this will include obtaining photocopies of crewmember’s Bod cards to be carried by the cox in the boat during the regatta.

Finance

The Boat Club is currently supported financially by the Amalgamated Sports Club and subs charged to its members each term. Funds raised in this way will cover the running costs of the Boat Club.

It is the aim of the Boat Club to be increasingly financially independent by generating income from corporate sponsorship and from the Old Members Society.

The attainment and retention of corporate sponsorship will be the combined responsibility of the President, Treasurer and Captains.

The Boat Club will also be supported financially by the various parts of College (JCR, MCR and SCR) in matters such as the purchase of new equipment until such time as the income generated by the Old Members Society is sufficient.

The President and Treasurer will run the financial aspects of the old members’ society.

Safety

The Boat Club will follow the rowing safety guidelines set by the ARA (attached).

Lifejackets: all coxes will wear lifejackets when on the river (buoyancy aids are not acceptable).

Swimming: all members of the boat club will have declared in writing that they are able to swim 100 metres in light clothing before they are allowed in a boat.

Capsize: all rowers (coaches and coxes in particular) will be made aware of the capsize drill, again before allowed in a boat, although logistics do not allow a full capsize drill to be experienced by all rowers.

Accident Log: an accident log will be kept in the boathouse at all times for the recording of accidents and ‘near misses’ such that any patterns can be established and appropriate action can be taken. In the event of damage or injury the President will be responsible for sending a report to the Regional Council and copied to the ARA.

Outings Log: it will be the responsibility of the crew captain to ensure that the outing log is kept up to date with times in and out and any subs (i.e. non regular crew members).

First aid: There will be a fully stocked first aid kit (according to ARA guidelines) kept in the Boathouse. Maintenance of the kit will be the collective responsibility of the Water Safety Advisor (President) and their counterparts from St Hugh’s and Wadham.

Information: As required by the ARA the following information will be clearly displayed in the Boathouse:

  • a list of vital telephone numbers

  • the location of the nearest phone

  • the date of the last first aid kit inspection

  • insurance details

  • navigation information including a map of the river, navigation rules, e.g. spinning points, rules associated with the gut and outing restrictions

  • the ARA certificate of competence

Boatman

The Boatman is responsible for carrying out the maintenance of the equipment including eights, fours and blades. Matters for his attention should be clearly stated in the maintenance log in the Boathouse.

Trailing boats can be arranged through the Boatman (e.g. for external regattas).
